WHAT IS A STORMWATER MANAGEMENT PLAN?

A stormwater management plan is a report that details how stormwater runoff from a development is captured, treated and eventually discharged from the site.

Usually, a development would increase the impervious site area and create additional pollutants in the runoff. The effects of which need to be mitigated. The majority of the time there are three main elements to a stormwater management plan.

  2. Stormwater Quality Treatment
  3. The nomination of a lawful point of discharge

Often the Council will want to see development plans that comply with the recommendations of the Stormwater Management Plan. Our report can be used to update development plans.

MOST FREQUENTLY ASKED QUESTIONS

What Is A Lawful Point of Discharge?

As a general rule of thumb, a “lawful point of discharge” can often be thought of as a location controlled by the local authority (road, waterway, stormwater pipe, easement) and a location to which discharging flows would not adversely impact other properties. 

If the development cannot comply with the lawful point of discharge requirements, then it is likely that on-site detention would be required. On-site detention systems can be above ground or under ground depending on the special requirements of the development.

Depending on the special needs of the development, water quality treatment options can be located above or below ground. There is a trade off, above ground systems are generally cheaper to install and maintain but require development space, whereas underground systems won’t take up development space but are generally more expensive to install and maintain.

Acceptable discharge methods can vary depending on the local council. There are three main methods to discharge flows:

1. Install a stormwater pipe through the downstream property (this would require consent from the downstream property owner)

2. Discharge flows via infiltration (rubble pit or soakage trench)

3. Discharge flows back up to the street via a charged line, filling the site or pumped solution.

It is important to understand the requirements of each strategy as there may be other factors that need to be considered. It would be best to discuss potential solutions with one of our engineers.

As a general rule of thumb, 4-8% of the development area would be needed for a detention system and 1-2% of the development area would be needed for a water quality treatment system.
